Our Local Advisory Committee

The main purpose of the Local Advisory Committee is to provide local leadership which reflects the voices of people living locally.

The committee’s main duty is to work with Healthwatch operational staff to set strategic direction and to prioritise which issues should be taken forward through our Enter and View, research and other programme areas. These decisions will be taken within the confines of our contractual arrangements, model of delivery and previously determined KPIs and will form the basis of the Healthwatch work plan in consultation with our partners in Health and Social Care.

Helen Norris - Chair

Helen has been a member of the Healthwatch Bromley Committee since January 2019. She also chairs a local GP practice Patient Participation Group (PPG) and was for some years a member of the Bromley Patient Advisory Group.

In future, she wants to see Bromley Healthwatch working more closely with other patient engagement and consultation vehicles in the borough, e.g. One Bromley Patient Network and PPGs, to ensure that patients’ views and experiences influence future health and care provision.

Sharleen Banton

Sharleen has a background in health and social care and has worked for local authorities and private companies supporting with quality improvement and crisis management.  

Sharleen has a keen interest in ensuring that individuals and organisations led by minority groups receive equal access to treatment, care and support.

Katie Barratt

Katie has an education background including teaching Health and Social Care and Ofsted inspection for History. She has worked in the Cabinet Office on the Excellence in Public Service Award and she has been chair of Havering Womens Aid since 1983.

Katie came to Bromley as a child and has taught in several secondary schools here since 2000. A member of her local PPG, Katie is also Bromley’s Patient Voice representative on the South east London Healthwatch Reference Group.

Trevor Begg

Trevor has a keen interest in patient safety, health advocacy and championing the patient voice. Between 2009- 2018 he was involved in patient voice and health advocacy roles in Northwest London, pan London and nationally. This included being chair of Hillingdon LINK, a member of the London Clinical Senate and chair of the public and patient reference group, a CCG lay member for 5 years, CQC lay visitor and a member of a variety of standard setting panels and reviews.

Tina Futcher - Smith

Tina worked for the Ministry of Justice for over 30 years, then for a consultancy company in Beckenham who administered the Minor Eye Care Service and support for Local Optical Committees for 7 years. She has been a member of her GP Surgery PPG for over 20 years and Chair for over 10 years. She is a member of the Five Elms Primary Care Network PPG committee. She is also a befriender for Christians against Poverty (CAP) and supports clients through the process to become debt free.

Graham Powell

Graham spent his entire career as part of BT’s Engineering and Sales Management structure and set up a consultancy business focusing on Change Management for both management individuals and their teams. After retiring in 2002, he joined his local PPG at Biggin Hill’s Stock Hill Medical Centre. Here he developed an interest in trying to improve the interface between the patients and the Surgery having responsibility for patient communication through workshops and newsletters. He recently joined the patient team at 5 Elms Primary Care Network.

Jane Walters

Jane has a background in healthcare management, predominantly in the areas of governance and patient safety and experience. She has also worked in the charity sector, including as Vice Chair of St Christopher’s hospice.

Decision making processes

The Local Advisory Committee and staff make collaborative decisions about our work programme and priority areas. These include decisions such as which research studies and Enter & View visits to undertake each year.  

Our decision making takes into account a number of factors including:  

  • issues identified from community feedback and intelligence 
  • understanding the views of under-represented groups e.g children and young people
  • opportunities to make an impact 
  • alignment with the key priorities of our local authority and NHS partners 
  • gaps in our current insight and knowledge on an issue/service
  • having a balanced work programme with consideration given to both health and social care issues
  • wider strategic drivers
